Mizuhashi Parsee from Touhou 11: Subterranean Animism.
Tried working more with tints and shades on this, but I completely gave up on the background. I tried so many times with different ideas, but it always looked weird. I finally just settled with the flowers from her spell card "Jealous of the Kind and Lovely" and with a plain background. I might redo the background in the future xD
